1. As the shipping Industry and the seafarers are well aware, the 2010 Manila Amendments to the STCW Convention have entered into force on 1st January 2012, through the Tacit Amendment Procedure as laid down in the STCW Convention.

2. In view of the above amendments to STCW Convention, the revision of tasks to be performed and the criteria for satisfactory performance for all the schemes of Marine Engineering training for operational level certification before appearing MEO CLASS IV "Part B". The training consists of workshop training, followed by onboard training and MEO CLASS IV course (as/if applicable) and has been carried out by the DGS in consultation with the training institutes and employers (ship owners and manning agencies).

3. The outline structure for task to be performed and the criteria for satisfactory performance is attached as Annexure I.

4. It is expected that training institutes would follow these guidelines in letter and spirit.

5. The above revised course curriculum shall come into force on 1st June, 2012 for new batches.

6. This issues with the approval of the Director General of Shipping and ex- officio Additional Secretary to the Government of India, under the power conferred in the Chapter IX Rule 47 of Merchant Shipping (Standards of Certification & watch - keeping for Seafarers) Rules, 1998.
