Subject : 1"Clarification on the transitional provisions relating to the 2010 Manila Amendments to the STCW Convention and Code" 2"Advice to Port State Control officers on the transitional arrangements leading up-to the full implementation of the requirements of the 2010 Manila Amendments to the STCW Convention and Code, as on 01"01"2017"

The 2010 Amendments to the Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, were adopted on 25"06"2010 at Manila, Philippines, by a Conference of Parties" The said Conference, had, by a Resolution 3 designated the said amendments as "The Manila Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978" For the purpose of this circular and the other circulars on the subject, for an implementation thereof, in India, the said amendments will be referred to as the STCW 2010 Amendments" The STCW 2010 Amendments shall be deemed to have been accepted on 01"07"2011 and shall enter into force on 01"01"2012"

Resolution 4 of the STCW Conference had recognized the need for a full compliance thereof to be achieved by 01"01"2017" The Directorate General of Shipping (DGS), Government of India [Maritime Administration of India] is taking appropriate measures for an early implementation of the STCW 2010 Amendments as adopted by the said Conference"

The Maritime Safety Committee (MSC) of the International Maritime Organization [IMO] at its eighty-ninth session had noted the need for some clarifications on the implementation of the STCW 2010 Amendments, in the light of the relevant provisions of such amendments slated to enter into force on 01"01"2012" The MSC also noted that the amended requirements of Chapter VIII thereof shall also come into force on 01"01" 2012"

The IMO has issued in this context, the following Circulars, which too may please be noted;

STCW"7/Circ" 16 - "Clarification of transitional provisions relating to the 2010 Manila Amendments to the STCW Convention and Code"; and

STCW"7/Circ" 17- "Advice for Port State Control officers on transitional arrangements leading up to the full implementation of the requirements of the 2010 Manila Amendments to the STCW Convention and Code on 01"01" 2017""

The DGS will be issuing STCW Circulars, from time to time, addressing various issues concerning an implementation of the STCW 2010 Amendments" All the stakeholders concerned, including seafarers, are hereby advised to comply with the requirements of these STCW Circulars for the purpose of compliance with the STCW 2010 Amendments"

This issues with the approval of the Director General of Shipping and ex- Officio Additional Secretary to the Government of India"
