Subject : Ban on new approvals/Increase in intake of GP Rating Course and Certificate Course in Maritime Catering.
A ban on new approvals /increase in intake capacity of pre-sea training for General Purpose [GP] Ratings course and Certificate Course in Maritime Catering [CCMC] was imposed vide this office M.S. Notice No. 11 of 2003 dated 12.05.2003, due to an oversupply of the said ratings in the market and the same has been extended from time to time vide Training Circular No. 13 of 2005 dated 10.05.2005, Training Circular No. 3 of 2007 dated 25.05.2007, Training Circular No. 6 of 2008 dated 06.05.2008, Training Circular 4 of 2009 dated 11.05.2009 and Training Circular No. 4 of 2010 dated 14.5.2010 upto 11.05.2011
The demand and supply position of the ratings has been reviewed and after taking into consideration the feedback received from the industry, it has been observed that there is still an over supply of ratings in the market as against the jobs available internationally.
In view of the above, in continuation of the M.S. Notices and Training Circulars mentioned above, the Director General of Shipping & Ex-Officio Additional Secretary to Govt. of India has extended the ban on any such new approvals and/or an increase in the intake of existing approved courses, of GP Rating and CCMC, for a further period of 2 years w.e.f. 12th May 2011 and the same shall be valid upto 11.05.2013. No proposal for any new training institute and for an augmentation in intake capacity from the existing institutes for these rating courses, shall be entertained until then.
However, any proposal received from the North-East states viz. Arunachal Pradesh, Assam, Tripura, Manipur, Meghalaya, Mizoram, Nagaland & Sikkim, not having any DGS approved institute for ratings can be considered on merit and as per the industry's requirements, subject to fulfilling the DGS Order No.2 of 2007 and/or the relevant guidelines issued on the subject by the Directorate General of Shipping from time to time.
