Withdrawal of temporary ban imposed on post sea and modular courses

Subject :- Withdrawal of temporary ban imposed on post sea and modular courses

In super session of Training Circular No. 5 of 2007, the ban on new approval of courses / enhancement of existing capacity of all Post Sea and Modular Courses is lifted with immediate effect. However, new approval / enhancement of existing capacity of the courses will be considered, subject to compliance with the following conditions:

New approval / enhancement of existing capacity of 4 Basic Standards, Training, Certification and Watch keeping [Personal Survival Techniques (PST), Personal Safety & Social responsibilities (PSSR), Elementary First Aid (EFA) and Fire Prevention and Fire Fighting (FPFF)] + Oil Tanker Familiarization Course (OTF) will be considered only as a package and the Institute should be conducting either pre sea course (s) or Competency course(s).

New approval / enhancement of existing capacity of Competency Courses shall be considered only if the Institute is already conducting the lower level course. However, an Institute may apply for approval of more than one level of Competency Courses simultaneously.

New approval / enhancement of existing capacity of Medical Care Course shall be considered only if the Institute has a proper MOU with a Hospital for conduct of practicals and /or demonstrations.

Medical Care Course is a mandatory requirement only for the Deck Officers seeking their Management Level Certificate of Competency. Therefore, new approval / enhancement of existing capacity of this course shall be considered only if the Institute is conducting Management Level Competency Course in the Deck Department.

However, the above conditions shall not apply to a teaching Hospital or a Nursing training Institute, if they desire to conduct this course as a standalone course.

Medical First Aid Course is a mandatory requirement only for the Deck and Engine Officers seeking their Operational Level Certificate of Competency. Therefore, new approval / enhancement of existing capacity of this course shall be considered only if the Institute is conducting at least an Operational Level Competency Course.

However, the above condition shall not apply to a teaching Hospital or a Nursing training Institute or an approved paramedic service, if they desire to conduct this course as a standalone course.

New approval / enhancement of existing capacity of Revalidation Courses for Deck and Engine Officers shall be considered only if the institute is conducting 2nd Mate, Chief Mate (Phase I & II), and Masters Course for Deck Officers and Marine Engineer Officers Class II Course for Engineer Officers, respectively.

In partial modification of MS Notice 1 of 2006 dated 07.04.2006, new approval /enhancement of existing capacity of courses for Conversion of NCV Certificates to Foreign Going Certificates (Limited to 3000 GT) shall be considered only if the Institute is approved for the respective Foreign Going Competency Course.

New approval / enhancement of existing capacity of Advanced Special Ship Type Courses [Tanker Advanced Training -Oil (TASCO), Tanker Advanced Training - Chemical (CHEMCO), Tanker Advanced Training Gas (GASCO), Passenger Ship Safety Course) shall be considered only if the Institute is conducting the respective familiarization level courses [Oil Tanker Familiarization (OTF), Chemical Tanker Familiarization (CTF), Gas Tanker Familiarization (GTF), Passenger Ship Familiarization (PSF)].

New approval / enhancement of existing capacity of Advanced Safety Courses [Proficiency in Survival Craft & Rescue Boat (PSCRB), Advance Fire Fighting (AFF), Medicare shall be considered only if the Institute is conducting Personal Survival Techniques (PST), Fire Prevention & Fire Fighting (FPFF) and Medical First Aid (MFA) Courses, respectively.

New approval / enhancement of existing capacity of Simulator Courses shall be considered only if the Institute is conducting the respective Competency Courses, i.e. For Radar Observer Course (ROC) & Automatic Radar Plotting Aid (ARPA) must conduct 2nd Mate (FG) & /or Navigational Watch keeping Officer (NWKO) (NCV) For Radar, ARPA & Navigation Simulator (RANSCO) must conduct Chief Mate (Phase I & II) (FG) and /or NCV.

For Engine Room Simulator (ERS) (Operational Level) must conduct MEO Class II For Engine Room Simulator (ERS) (Management Level)must conduct MEO Class II For Liquid Cargo Handling Simulator (LCHS) (Operational Level) - must conduct 2nd Mate (FG) & /or Navigational Watch keeping Officer (NWKO) (NCV) For Liquid Cargo Handling Simulator (LCHS) (Management Level) - must conduct Chief Mate (Phase I & II) (FG) and /or NCV.

Further, the new approval / enhancement of existing capacity of Management Level Simulator Courses shall be considered only if the Institute is conducting the respective Operation Level Simulator Courses:

a. For Radar, ARPA and Navigation Simulator (RANSCO) must conduct Radar Observer Simulator Course (ROC) and Automatic Radar Plotting Aids (ARPA).

b. For Engine Room Simulator (Management Level) - must conduct Engine Room Simulator (Operational Level).

c. For Liquid Cargo Handling Simulator (LCHS) (Management Level) - must conduct Liquid Cargo Handling Simulator (LCHS) (Operational Level).

New approval / Enhancement of existing capacity of Training for Trainers & Assessors (TOTA), Training for Assessors & Examiners, Training for Instructors, Training for Workshop Instructors Courses will be considered only if the Institute has been conducting pre sea courses and /or post sea Competency Course for minimum period of 5 years and have faculty for this Course with a minimum 10 years experience in teaching.

New approval / Enhancement of existing capacity of the Ship Security Officers Course will be notified separately.
