Sub : Requirement of Officer of the Watch-Ship Maneuvering Simulator (OOW-SMS) and Bridge Team work for Maritime Institutes imparting pre-sea training to the nautical and polyvalent cadets

The Directorate had issued training circular No. 28 of 2005 dated 27th December 2005 making the requirement of full mission type "Officer of the Watch - Ship Maneuvering Simulator [OOW-SMS] and Bridge Team Work" training mandatory for all the pre-sea training institutes for nautical and polyvalent cadets. The Directorate has received feedback and representations from the stakeholders which indicated that for the purpose of initial pre-sea training for cadets, the specifications of this simulator are of very advanced level and as such not necessary. Moreover, mandating a very sophisticated and expensive simulator enhances the training fees at the institutes, thereby making pre-sea maritime training beyond the reach of economically weaker sections of the society.

After taking into consideration the inputs from various sources, in partial modification of Training Circular No. 28 of 2005 dated 27th December 2005, the Directorate has modified the requirements and specifications of Full Mission type Officer of the Watch Ship Maneuvering Simulator as in Annexure-I

Those institutes who have already installed the said simulator as per Training Circular No.28 of 2005 are permitted to retain the same for pre-sea training. Further, the institutes are at liberty to install the higher version of the simulator as per Training Circular No.28 of 2005 or the current revised specifications as per Annexure-I

The simulator shall have DGS approval.

This Training Circular will be effective from the date of issue of this circular. All the pre-sea training institutes conducting nautical discipline courses and dual courses shall comply with this circular latest by 30.9.2009.

This issues with the approval of the Director General of Shipping and Ex-Officio Additional Secretary to the Govt. of India.
