Reg. Benchmarking

Attention of all concerned is invited to Training Circular No.21 of 2005 in File No.11-TR (17)/2005

dated 12.07.2005 read with Training Circular No.1 of 2006 in File No.11-TR (17)/2005 dated 12th January, 2006, under which all the existing Training Institutes were called upon to complete benchmarking in respect of four basic STCW courses and all pre-sea courses, latest by 31st December, 2005, which date was extended till 28th February, 2006. While substantial progress has been achieved in this regard, in-as-much as majority of the institutes have been able to obtain the appropriate grading from one of the three rating agencies namely CRISIL, ICRA and CARE, still there have been quite a few cases involving delay mainly attributable to the Training Institutes, though in some cases due to administrative inconvenience on the part of the rating agencies

In view of the aforesaid, the Director-General of Shipping & Secretary to the Government of India has extended the cut-off date for compliance of the requirements with regard to the mandatory benchmarking till 30th April, 2006, by which date all the Institutes are required to have their pre-sea Courses graded in-accordance with the extent guidelines and certificates submitted to this Directorate

It is brought to the notice of all the Institutes that the final extension has been granted suo-motu in consideration of the difficulties expressed by certain Training Institutes and no further extension shall be given and Institutes failing to comply with the instructions contained in the Training Circular No.21 of 2005 beyond this date shall have their approval reviewed / withdrawn / suspended, without any further notice whatsoever.

This issues with the approval of the Director-General of Shipping & Secretary to the Government of India and without prejudice to the terms and conditions under which the Directorate's approvals for the Training Institutes have been accorded in accordance with the instructions applicable from time to time.
