Exemption from TOTA course

The approved maritime training institutes are required to ensure that its faculty members should have undergone TOTA course prior to commencement of teaching. This requirement has become mandatory vide DGS order no 1 of 2003.

The officers, who had earlier served in the Directorate and the Mercantile Marine Departments as Engineer & Ship Surveyors and Nautical Surveyors, have also been teaching in maritime training institutes. Such maritime training institutes have approached this Directorate for exemption from the mandatory requirement of training of trainers (TOTA) course for such ex DGS/MMD officers. It has been brought out that considering their background of involvement with Maritime field, examination process and being fully conversant with the guidelines, the Directorate should exempt them from mandatory requirement of undergoing "training of trainers" (TOTA) course.

The matter has been carefully examined by the Directorate and it is seen that these ex-officers have been associated with Maritime Administration, examination process, inspection of ships & institutes and fully conversant with the guidelines of the TOTA course during their career with the Government service

In view of the above the Director General of Shipping and Secretary to the Government of India is pleased to decide that the TOTA course shall not be mandatory for such ex-officers of the Directorate and MMDs, who have served for a minimum period of five years as Engineer & Ship Surveyors or as Nautical Surveyors who have joined the institutes as faculty members. However, if any training institute finds that the faculty, so employed, needs to undergo such course they can do so voluntarily by deputation of such faculty for TOTA course.
