Reg. Admitting the candidates after the date of commencement of course

It is observed by the Directorate that many institutes conducting long term and medium term pre-sea courses of engineering /nautical discipline having duration of one year or more admit the candidates after the date of commencement of the course as a replacement against the vacant seats of the left-out candidates or the candidates who fail to join the course. Hence the new candidates miss their initial part of the course. As such proforma "A" of such students reach this Directorate late for approval. In case of disapproval of any candidate due to ineligibility, the candidate is put to great hardship, since by the time the Directorate intimates the institute about his rejection, he completes much of the course.

Therefore, the Director General of Shipping & Ex-Officio Additional Secretary to the Govt. of India, in continuation of Training Circular No.1 of 2003 dated 6.1.2003, has directed training institutes to forward Proforma "A" of such candidates of Engineering courses in the "reserved list", alongwith the Proforma "A" of the candidates in the main list, for the approval of this Directorate. In case of any vacant seat available, the institute should admit the candidate from the approved reserved list

Further, for long term degree courses of 4 year Marine Engineering, 3 years B.Sc (Nautical Science) and Polyvalent course, the institute should admit the candidates against the vacant seats within 30 days from the date of commencement of the course and for the medium term courses like "1 year's Pre-sea Training for Graduates"/ "2 years Pre-sea Training for Diploma holders", the institute should admit candidates against the vacant seats within not more than 15 days from the commencement of the course from the approved reserved list. The institute should give an undertaking to cover the missed-out portion of the training before end of the course. However, in respect of fresh students (other than from the reserved list of the institute approved by the DGS) should be admitted within 15 days of the commencement of the course in respect of B.E (Marine Engineering and B.SC (Nautical Science). In respect of other medium term courses of GME / DME fresh students (other than from the reserved list of the institute approved by the DGS) should be admitted within 10 days of the commencement of the course. It will be responsibility of such institute to ensure that the trainees are eligible for the said course in all respect. In case his candidature is rejected by DGS due to ineligibility of previous qualifications, subjects, marks, age etc. the institute will be held responsible for major misconduct in term of DGS order 1 of 2003.

All the Training institutes conducting pre-sea courses of nautical/ engineering discipline including GME / DME courses should strictly comply with the above instructions.
