Sub: Criteria on selection of candidates for various pre-sea training courses - guidelines reg

In suppression of all the guidelines and orders/instructions in force and in pursuance of the Merchant Shipping (Apprenticeship to Sea Service) Rules, 1960, amended in 1973, the Merchant Shipping (Continuous Discharge Certificate) Rules, 1993, and the Merchant Shipping (STCW) Rules, 1998, the Director General of Shipping and Ex.Officio Additional Secretary to the Ministry of Surface Transport, hereby issues the following guidelines on the selection of candidates by the shipping

companies for various pre-sea training courses :-

1 4-Month/3-Month Pre-Sea Course for Deck and Engine Ratings. Pass in 10th Standard from a recognised board with Science and Maths as subjects 22 years
2 4-Month Pre-Sea Course for Saloon Ratings. Standard VIII passed from a recognized institution. 25 years
3 3-Year course leading to B.Sc. degree in Nautical Science. Pass in HSC/SSC (10+2) or equivalent examination with Physics, Chemistry and Maths as separate subjects with a PCM average of not less than 60%. 20 years
4 3-Month Pre-Sea Deck Cadet Course.

Pass in HSC/SSC (10+2) or equivalent examination with Physics, Chemistry and Maths as separate subjects with a PCM average of not less than 60%;

Or

B.Sc. in Physics, Maths or Chemistry with Physics or Maths as individual subjects in one of the year with an average of not less than 55% of marks.

Or

B.E./B.Tech. Degree from a college recognised by AICTE.

5 4-Year course in Marine Engineering leading to BE in Marine Engineering. Pass in HSC/SSC (10+2) or equivalent examination with Physics, Chemistry and Maths as separate subjects with a PCM average of not less than 60%. 20 years
5 6-Month/One year Trainee Marine Engineering Course. Graduation in BE (Mechanical) Engineering. No restriction
7 3-Year course for Marine Engineer under Alternate Training Scheme. Pass in HSC/SSC (10+2) or equivalent examination with Physics, Chemistry and Maths as separate subjects with a PCM average of not less than 60%. 20 years
8 4-Year Workshop Training. Pass in HSC/SSC (10+2) or equivalent examination with Physics, Chemistry and Maths as separate subjects with a PCM average of not less than 60%. 20 years

The requirements specified above with regard to the academic qualification are the basic minimum and the sponsoring shipping companies are at their liberty to select candidates with higher academic standards. Since the candidates are required to work in adverse condition on board ships and required to be physically and mentally strong, the shipping companies are to ensure that the candidates are tested for physical fitness and psychological tests during selection procedures.

For the purpose of determining the age limits as mentioned above, the Director General of Shipping has prescribed that the candidate should be within the prescribed age as on the date of the commencement of the course.

Wherever sponsorship is applicable, it will be the responsibility of the sponsoring company to ensure that the candidates sponsored by them are given opportunity to acquire sea time soon after the completion of the training. The sponsoring shipping companies should furnish an undertaking to the Directorate General of Shipping that they will employ the candidates sponsored by them for 3 years after completion of the pre-sea training so as to enable them to acquire the sea time for the immediate Certificate of Competency Exam. The training institutes should send a list of such sponsored candidates along with a copy of the undertaking furnished by each company within 10 days of starting the course to D.G. Shipping.

The Shipping Companies, Training Institutes and candidates may note the above guidelines for strict compliance.
