Sub : Minimum Qualification of Designated Person Ashore (DPA).

Related DGS circulars: Engineering Circular No. 46, 76, 90 and 101.

Directorate circular 101 specifies, among other things, the qualification of Designated Person appointed under ISM code in a shipping company. The circular requires that holder of Certificates of Competency as Master FG or Class I Engineer is eligible for appointment as DPA. In order that shipping companies utilizes the expertise of personnel who served on near coastal vessels, on board specialized vessels or served in classification societies as ISM lead auditors and have served in senior position ashore the qualification for DPA is expanded to cover majority of ships of different categories.

The table below provides the minimum qualification requirement of a DPA under ISM Code.

A i) Companies operating Passenger Ships, Oil Tanker, Gas Carrier, Bulk Carriers, and Other Cargo Ships or any other foreign going vessels.

ii) Any type of vessels not covered under B, C & D

Holder of COC as Master FG, Class I Engineer with adequate sailing experience and holding a responsible position in the organization Master FG, Class I Engineer with two years of rank experience.
B iii) Companies operating Passenger Ships, Oil Tanker, Gas Carrier, Bulk Carriers, and Other Cargo Ships or any other foreign going vessels. (engaged to operate only in Indian coast) Holder of COC as Master FG, Class I Engineer with adequate sailing experience and holding a responsible position in the organization or Naval Architects having minimum five years of relevant experience as ISM Lead Auditor with a classification society & having necessary operational / managerial experience for the type of vessel the DOC issued for and holding responsible position in the organization. Master FG, Class I Engineer with two years of rank experience.
C i) Companies operating OSVs, on the coast of India of <3000KW engines.

ii) Other Cargo Ship of <3000 KW operating on coast of India.

Holder of Certificate of Competency as Master (NCV), Chief Engineer NCV with adequate sea experience or any Naval Architects having adequate past experience (minimum two years) as ISM Lead Auditor with a classification society and holding responsible position in the organisation. Master FG, Class I Engineer with two years of rank experience.
D Companies operating MODUs on coast of India. Graduate Mechanical / Electrical or Petroleum Engineer having served in MODUs for a period of at least 05 years and holding a responsible position in the organization or as per Sr. No. A. Master FG, Class I Engineer with two years of rank experience.

 

4. All companies holding DOC issued by this Directorate are hereby informed to ensure that the DPA of their company meets qualification / experience requirement as stated in paragraph 3.

5. Not withstanding above, it is the responsibility of the companies to ensure that the DPA's role and responsibilities as enumerated in the Engineering Circular No. 101 of 2008 are met with.

6. This issues with the approval of the Chief Surveyor with the Govt. of India.
