Sub: Last date of Issuance of CDCs under Rule 4(10) of M.S. CDC Rules, 2001

The Directorate had issued guidelines for issuance of Continuous Discharge Certificates under Rule 4(10) of M.S. (CDC) Rules, 2001 so as to provide CDCs to those seafarers who possess minimum 36 months sea experience on board any flag vessel not less than 200 tonnes, as on 28.2.2003. Subsequently, based on the representations from the seafarer community and upon interactions with the shipping industry, the requirement of sea experience was reduced to 24 months instead of 36 months as on 28.2.2003. The cut off date for applications to be received by the various Shipping Masters, was then valid upto 27.2.2004.

The Directorate vide DGS Order No. 3/2006 further extended the time period for receiving applications, for issuance of CDCs under Rule 4(10), till 31.12.2006, subject to condition that applicant fulfills the existing terms and conditions as set out in DGS Order No.3/2003 dated 28.2.2003 and the cut off date for sea service being 28.2.2003.

It is seen that enough opportunity has been provided to those semen who were earlier employed on board vessels of other flags, and could not meet requirements of undergoing mandatory training, in accordance with the international norms. However, it is felt that it is not in the maritime interests of the country to extend the date further for providing CDCs to any seafarers, on the basis of previous sea experience, as per stipulations of Rule 4(10) of M.S. (CDC) Rules.

4. The eligible seafarers, who possess minimum 24 months sea experience on board any flag vessels not less than 200 tonnes, as on 28.2.2003, are hereby advised that they should take all efforts to apply for CDCs latest by 31.12.2006. No requests for further extension of dates will be entertained by the Directorate.
