Sub: Surveillance DOC Audit for issue of fresh Interim DOC to Shipping Companies


  1. At the request of Shipping Companies who wish to revalidate Interim DOC beyond one year, a Surveillance DOC Audit shall be undertaken. This shall be applicable for companies who had obtained Interim DOC for a period of one year, but were unable to secure management of the ship during the said period.
  2. The application for such audit can only be entertained by the Directorate provided the applications are made within the date of validity of the existing Interim DOC and there are no changes incorporated to the policy, objectives, organization structure, location of establishment and other responsibilities as documented in the existing SMS manual.
  3. After the verification of the company's plans for implementation of the full requirement of the International Safety Management (ISM) Code, a fresh interim DOC shall be issued valid for a maximum period of one year from the date of the satisfactory Surveillance DOC Audit.
  4. The fees for the subject audit shall be in accordance with the DGS Circular No. 5 of 2004, Reference No. F&A/12(3)/97-Part-II dated July 29, 2004, which is in-continuation of DGS Circular No. 1 of 2004 issued on 1st January 2004.
  5. The shipping companies who wish to apply for the subject audit are informed to submit the fees in accordance with this circular along with ISM audit request form as enclosed in MS Notice 8 of 2004, Reference No. ENG/ISM/ 59(4)/97 dated 23rd July 2004.
