Sub: Minimum Manning Requirement in Deck Department of Dredgers on Coast of India -while dredging or when making coastal voyages

Sir,

I am directed to refer to subject matter and state that subsequent to the meetings with INSA on 12/12/2011 and 19/12/2011, the subject matter has been reviewed in the Directorate and in partial supersession of MSL Branch Circular No. 1 of 2010 (Ref. No. MSL-1(2)/95-III, dated 29/06/2010) prescribing table no. D18 and D19, following revised manning scale shall apply:

(a) Dredgers of 3000GT or more

  1. One Master: Master (FG) / Dredge Master Grade I
  2. One Chief Officer (2nd in command): Mate (FG) / Dredge Master Grade II
  3. One Watch Keeping officer: 2nd Mate (FG) / Dredge Mate Grade I/NWKO (NCV)
  4. One Watch Keeping officer: 2nd Mate (FG)/ Dredge Mate Grade I/NWKO (NCV)

(b) Dredgers between 500GT and 3000GT

  1. One Master: Master (HT/NCV) / Dredge Master Grade II
  2. One Chief Officer (2nd in command): Mate (HT/NCV) / Dredge Mate Grade I
  3. One Watch Keeping officer: Dredge Mate Grade I /NWKO (NCV)
  4. One Watch Keeping officer: Dredge Mate Grade I /NWKO (NCV)

(c) Dredgers of less than 500GT

  1. One Master: Master (HT/NCV) / Dredge Master Grade II
  2. One Chief Officer (2nd in command)/ Watch Keeping officer: Dredge Mate Grade I/ NWKO (NCV) with minimum one year experience in the rank
  3. One Watch Keeping officer: Dredge Mate Grade II /NWKO (NCV);
  4. On categories (a), (b) & (c) above, while making coastal voyages, atleast one of the officers must hold a STCW compliant CoC.

    If continuous port operations or when the length of such coastal voyages are of less than 72 hours duration, the last watch keeping officer in all aforesaid categories [i.e. Sr.No. (a)4, (b)4, (c)3] need not be carried.

    The above manning scales shall apply with immediate effect. The Principal Officers concerned may take a note of above for compliance with respect to dredgers registered in their respective M.M.D. and safe manning document of dredgers may be amended accordingly. All dredger operators are urged to ensure compliance with above manning scales within 2 months of issue of this Circular. No dispensation applications shall be entertained thereafter. Aforesaid changes shall be incorporated in consolidated revised manning scale to be issued shortly by the MSL Branch and this circular supersedes NT Branch circular no. NT/Safe Manning/Dredge No. 01 of 2011, dated 13/05/2011.
