Sub: Minimum Manning Requirement In Deck Department Of Dredgers on Coast of India

Sir,
I am directed to refer to subject matter and state that the matter has been reviewed in the Directorate recently and it is realized that there is an urgent need to address manning requirements in the Deck Department of the dredgers operating on the Coast of India, whether during dredging operations or when making coastal voyages. Therefore, in the partial supersession of MSL Branch Circular No. 1 of 2010 (Ref. No. MSL-1(2)/95-III, dated 29/06/2010) prescribing table no. D18 and D19, following revised manning scale shall apply.
- One Master: Master (FG) / Dredge Master Grade I -who does not keep watch as a routine.
- One Chief Officer (2nd in command): Mate (FG) / Dredge Master Grade II -who keeps watch as a routine.
- One Watch Keeping officer: Mate (FG) / Dredge Master Grade II -who keeps watch as a routine
- One Watch Keeping officer: 2nd Mate (FG)/ Dredge Mate Grade I -who keeps regular watches as routine.
However, on dredgers of less than 3000GT, when operating within smooth and partially smooth waters, following manning may be approved -
- One Master: Master (HT/NCV) / Dredge Master Grade II -who does not keep watch as a routine
- One Chief Officer (2nd in command): Mate (Home Trade) / Dredge Mate Grade I -who keeps watch as a routine.
- One Watch Keeping officer: Mate (NCV) / Dredge Mate Grade I -who keeps watch as a routine.
- One Watch Keeping officer: NWKO (NCV) / Dredge Mate Grade II -who keeps regular watches as routine
The above manning scales shall apply with immediate effect. The Principal Officers concerned may take a note of above for compliance with respect to dredgers registered in their respective M.M.D. and safe manning document of dredgers may be issued accordingly. All dredger operators are urged to ensure compliance with above manning scales within 6 months of issue of this Circular. No dispensation applications may be entertained after 6 months from issue of this circular.
Aforesaid changes shall be incorporated in consolidated revised manning scale to be issued shortly by the MSL Branch.
