Endorsement of TAR Book -Power delegated to the examiner of Engineer MMDs.

(1) The endorsement of TAR Books is presently being carried out at the Directorate General of Shipping and to alleviate the difficulties faced by shipowners / managers / apprentices, the same has been delegated to the Examiner of Engineer of the Mercantile Marine Departments, Mumbai, Calcutta, Chennai. The methodology by which these TAR Books endorsements are to be executed is also clearly spelt out in Instructions to Examiners (Nos. 14 and 20 - Classified Documents).

(2) It has now been decided that from 1st of September 2000, no TAR Books shall be put up at the Directorate General of Shipping for endorsement and they should all be carried out at the respective 3 Mercantile Marine Departments duly proposed by the Companies / Workshops / Institute of Marine Engineer's Offices. Details of the norms may be clarified from the respective Mercantile Marine Departments.

(3) All TAR Books used during workshop apprenticeship training periods (*including 6 months ashore + 6 months afloat, ATS, Diploma etc.)(*DELETED VIDE ENG CIRCULAR DATED 16.8.2000) must be produced, duly completed and endorsed, before the respective Examiner of Engineers of the 3 Mercantile Marine Departments prior to issue of an OICEW TAR Book. The detachable portion (yellow sheet) of the TAR Book (duly filled in, complete and endorsed by the company management representative, shipboard training in-charge) used during apprenticeship must be deposited with the respective Examiner of Engineers of the 3 Mercantile Marine Departments. In the event of the candidate being unable to produce the TAR Book, for reasons of nature of his training, the responsibility would lie on the workshop where the candidates does his apprenticeship and / or the employer of the candidate (shipping company / management company).

4) All OICEW TAR Books must be produced by the candidate, in person, before the respective Examiner of Engineers of the 3 Mercantile Marine Departments prior to seeking eligibility for the Class IV MEO Examination under the 1998 rules. This information must be made available to all apprentices, Trainee and Serving Marine Engineers for their convenience.
