Subject : Qualifying Sea Service for Steam/ Motor Endorsement

While framing the syllabus and training programme for Marine Engineer Officer in accordance to STCW 95 Regulation and Code, the Directorate General of Shipping, had ensured the pre-sea training and education not only to meet the requirement of STCW 95 Regulation and Code, but the content of the syllabus were upto First Degree level of an Engineering Course. It is seen that these candidates will have attained underpinning knowledge in the Steam and Diesel power plant, accompanied machineries and electrical system on board modern ships.

Candidates who subsequently go on to obtain MEO Class IV (Operational Level) and MEO Class II & MEO Class I (Management Level) Certificate of Competency, have to further go through the written & oral examination in all the functions of STCW 95 Reg. A III/1 and A III/2 which includes operation and maintenance and repair of machineries on Steam and Motor ships.

1. In partial modification of Instruction to Examiners Circular No.53 dated 1st July, 2003, those candidates who possess valid MEO Class I & II Certificate of Competency and desire to obtain MEO Class IV certificate of competency (Steam/Motor) may apply to the MMD, for oral examination only. However, such candidates are required to have;

                  i. Undergone simulator course in ship's steam / motor power plant conducted by their Shipping Company or Directorate General of Shipping, approved simulator course on Watch Keeping and Operation of Ships Steam /Motor Plant as applicable.

                 ii. Such Candidates after successful completion of orals shall be issued with MEO Class IV (Steam/Motor) Certificate of Competency as applicable.

. In partial modification to Instruction of Examiners Circular No.53 dated 1st July, 2003 with regard to Qualifying sea service for steam or motor endorsement:

STCW 95 Reg III/2 Chief Engineer 3000 k W or more Total minimum approved sea service after obtaining MEO Certificate of Competency Class II (III/2) Min watch keeping on Main propulsion machinery while qualified to serve as 2nd engineer (holding III/2 cert. on Ship of power 3000 k W or more)
