Period review of external examiner

In accordance with the instructions contained in Circular Nos. 26 and 27 issued on 20th December 2000, points No. 12 and 15 read along with Circular No. 49 and 52 it has been ascertained during the external audit process by BIS that there is no proof that the exercise has been carried out at the MMDs in spite of these circular existing for the last 3 years. However, it is possible that a genuine exercise might have been carried out at the MMDs and probably not reported to the Directorate. In order to address this problem, a copy of a proposed Evaluation / Review format is being issued for use by the Examiner of Engineers. The same may be filled up for the External Examiners on a periodic basis subject to the following conditions:

  1. If there is no reason to change the list a general report stating the continuation of the examiners list may be forwarded alongwith individual assessment report. Evaluation / Review reports of the FOSMA / INSA / MASSA / ImarE examiners, if any, must be sought from them on the same format.
  2. If it is felt that a change is necessary at some point, then the review must be carried out irrespective of the periodicity and the individual format must be filled up and conveyed to the Chief Examiner of Engineers.
  3. Notwithstanding the above mentioned points the periodic review of all external examiners must be carried out at intervals of 5 years.

This circular is being issued for strict compliance and reporting as stated.
