Revalidation of Certificate for Competency (CoC) for Dredge Master and Mates.

Sub: Revalidation of Certificate for Competency (CoC) for Dredge Master and Mates.

  1. Background: In accordance with provisions of M.S. Examination of Dredge Master & Dredge Mates Rule, 1985, further amended by M.S. (Examination of Dredge Master and Dredge Mates) Amendment Rules, 1993, there is a provision for the revalidation for Certificate of Competency issued to the officers serving on dredgers. Although, there is a provision for revalidation in the relevant M.S. rules, there are no specific guidelines issued regarding the procedure to be followed for such revalidation. As a result, the officers holding the dredge grade certificates have not revalidated their certificates. Since, such officers were plying only on the Indian coast and not subject to the port state control inspection; the revalidation requirement was overlooked even by the flag state inspectors. However, now a decision has been taken that in line with the provisions in the prescribed rules the requirement for revalidation of the dredge grade certificates, once every 5 years, should be complied with strictly. This circular is intended to prescribe a procedure for obtaining such revalidation by dredge grade officers who are serving on the dredgers or intend to return to serve on dredgers after a period ashore.
  2. Rule Requirement:
    1. Every Dredge Master and Dredge Mate holding a certificate of competency issued or recognized under the MS (Examination of Dredge Master & Dredge Mates) Rule, 1985, who is serving on dredgers or intends to return to such service after a period ashore, shall, in order to continue to qualify for dredge sea going service, be required at intervals not exceeding five years to revalidate his/ her certificate of competency.
    2. Reference is also invited to M.S. (Examination of Dredge Master and Dredge Mates) Amendment Rules, 1993 - Para 13.
    3. "Revalidation of Certificate of Competency-
      1. A person who desires to have his certificate revalidated may submit an application along with copy of certificate of competency, testimonials and other documents in support of his application to the Principal Officers, MMD, Mumbai, Kolkata, Chennai, Kochi or Kandla.
      2. Certificate of Competency shall be revalidated if the applicant has one year of service on dredgers in the preceding five years."
  3. Procedure for Application: Officers who qualify for the revalidation of certificates of competency and comply with the requirements as laid down in para-2.3 above, may apply for revalidation of the CoC to Mercantile Marine Department, Mumbai/ Kolkata/ Chennai/ Kochi/ Kandla in the prescribed format (attached as Annex-I). The Mercantile Marine Department after scrutiny and assessment of each application (along with its attachments) will issue the revalidation endorsement in the prescribed format (attached as Annex-II).
  4. Payment of fees: In accordance with schedule of fees under Appendix E of MS (Examination of Dredge Master and Dredge Mates) Amendment Rules 1993, the officers will be required to pay a fee of Rs. 100/- (Rupees One Hundred only) payable to the Principal Officer, Mercantile Marine Department, Mumbai/ Kolkata/ Chennai/ Kochi/ Kandla as applicable.
  5. Dealing with applications of exceptional cases: In case an application does not come under the existing procedure laid down above, following shall apply-
    1. A CoC one rank lower than that for which the present CoC is held or permission to serve in a supernumerary capacity for three months can be recommended ; Or
    2. An application from a company (owner of dredger) enclosing application (from candidate) at ANNEX-I, fulfilling requirements mentioned therein, for case to case basis consideration under provisions of Section 456 of Merchant Shipping Act.
  6. Such cases shall be forwarded by the assessment centre to the Directorate General of Shipping, Mumbai C/o Chief Examiner of Master and Mates. Cases under this para can be considered only if revalidation/ refresher course ( See Annex I - *1) for equivalent officer grade is attended.

  7. This is issued with the approval of the Chief Examiner of Master and Mates.
