Sub: Issuance of Certificate of competency Hardcover with additional security features to Nautical Officers

  1. Certificate of Competency hardcover with additional security features are now ready for issuance. In the first phase, with effect from 1st November 2004, such Certificates will be issued to the candidates eligible for Certification as Second Mate (F.G.). Subsequently the certificate for other grades will also be issued, which will be intimated by a separate circular. Similarly in due course provisions will also be made for conversion of existing Certificate of Competency to new hard covers.
  2. A candidate who meets the eligibility criteria for issuance of certificate shall apply to MMD Mumbai/ Kolkota/ Chennai in the application form enclosed as Annex-I.
  3. Annex I may be numbered by MMDs as N/MUM/KOL/CHN. Annex-I is also available at DGS web site www.dgshipping.com
  4. MMDs shall carry out scrutiny of the application and forward the application to Directorate recommending issuance of certification as prescribed in Annex-I along with Form-15.
  5. Fees of Rs.1000/- as prescribed in MS STCW Rules 1998 will be charged by MMDs for issuance of such hardcover from each new applicant. There will be no alteration in mode of collection of this fee. The present practice of fee collection being followed by MMDs shall continue. No fees will be charged for conversion of COC.
  6. Applicants are reminded that for preparation of COC it is necessary for them to sign at two places in the specimen 'signature column' in the application form.
  7. This issues with the approval of Nautical Adviser to the Govt.of India.
