Revalidation of certificates for Masters and Deck Officers

Sub:Revalidation of certificates for Masters and Deck Officers

  1. Every master and deck officer holding a certificate of competency issued or recognized under the STCW-95 Convention, who is serving at sea or intends to return to sea after a period ashore, shall, in order to continue to qualify for sea going service, be required at intervals not exceeding five years to revalidate his/her certificate of competency.
  2. Reference is also invited to Merchant Shipping (STCW) Rules 1998, Rule 10 (2),
  3. "Every seafarer holding an appropriate certificate who is serving at sea or intends to return to sea for service after a period ashore in order to continue to qualify for sea-going service, at intervals not exceeding five years, shall -

    1. meet the standards of medical fitness as prescribed in the Merchant Shipping (Medical Examination) Rules, 1986 and the STCW Code;
    2. establish continued professional competence by attending an approved revalidation course in accordance with section A-I/11 of the STCW Code;
    3. be subject to scrutiny and assessment by an assessment center; and
    4. be issued with an endorsement revalidating the candidate's certificate."

  6. Attention is also invited to M.S. Notice No.13 of 2003 issued on 5th June 2003 on the subject, giving details of the revalidation course.

  9. "Professional Competence

    In addition to the requirements contained in paragraphs 2 above, continued professional competence to be established by :

    1. Approved seagoing service, performing functions appropriate to the certificate held, for a period of at least one year in total during the preceding five yeas; or
    2. Having performed functions considered to be equivalent to the seagoing service required in paragraph 3.1 (e.g. officers working in marine related jobs, such as: maritime surveyors, lecturers, superintendents, pilots, etc.); or
    3. Having completed approved seagoing service, performing functions appropriate to the certificate held, for a period of not less than three months in a supernumerary capacity, or in a lower officer rank than that for which the certificate held in valid immediately prior to taking up the rank for which it is valid."
    4. Officers who qualify for the revalidation of certificates of competency after complying with the requirements as laid down above may apply for revalidation of the certificates to Mercantile Marine Department, Mumbai/Kolkata/Chennai in the prescribed format(attached as Annex I). The Mercantile Marine Department after scrutiny and assessment of the documents will issue the revalidation endorsement (attached as Annex II).
    5. In accordance with schedule of fees under Rule 50 of Merchant Shipping (STCW) Rules 1998 the officers will be required to pay a fees of Rs. 2,500/- only, payable to Principal Officer, Mercantile Marine Department, Mumbai/Kolkata/Chennai, as applicable.
