Sub: Guidelines for Port State Control under Annex VI, MARPOL 73/78

Annex VI, MARPOL 73/78 entered into force on 19 May 2005. The Directorate vide Engineering Circular Nos. 45, 50, 52 and 58 has brought to the notice of all concerned about the requirement to be complied by the "Bunker Suppliers" for registering with the Directorate General of Shipping. The circulars also referred to the requirement of the quality of fuel bunkered by the ships as stipulated in Annex VI, MARPOL 73/73. It also cautioned the ships owners and ship masters that their ships could be detained under Port State Control if the fuel bunkered found not meeting the requirements stipulated in Annex VI.

The Marine Environment Protection Committee at its fifty-third session in July 2005 adopted, by Resolution MEPC.129 (53), the guidelines for port state control under MARPOL Annex VI. Accordingly, International Maritime Organisation issued MEPC Circular 472.

A copy of Resolution MEPC. 129(53) adopted on 22 July 2005 along with MEPC Circular 472 as Annex is attached herewith for the guidance of all concerned.

 This issues with the approval of Chief Surveyor with the Government of India.
